In a significant development, Lieutenant General Muhammad Munir Afsar has been appointed as the Chairman of the National Database and Registration Authority (NADRA) by the caretaker federal government. The decision, which was approved during a cabinet meeting chaired by Prime Minister, marks a pivotal moment for NADRA.

With a distinguished career in the Pakistan Army and the United Nations Mission, Lieutenant General Afsar brings a wealth of experience in IT-related technological development and management to his new role. His educational background is equally impressive, holding an MPhil in Public Policy and National Security Management, where he authored a seminal research paper on public policy responses within the GIS sector during the 2010 floods.

Furthermore, Afsar boasts an MS in Geographic Information Systems (GIS) and Remote Sensing, earning him the prestigious Presidential Award for his thesis on the rapid creation of geographic data through photometry. His pursuit of academic excellence extends to a specialization in C&IT Industry and Supply Chain Management, culminating in his recognition as a distinguished graduate at NDU Washington, DC.

Beyond academia, Lieutenant General Afsar is currently a PhD candidate in Remote Sensing at NUST Islamabad, with a research focus on using remote sensing and artificial intelligence for the detection of plant diseases, showcasing his commitment to cutting-edge research in the field.

His contributions to IT and GIS are further exemplified by an array of research publications, as well as his role as a Military GIS Officer at UNMS. Notably, he played a pivotal role in developing a GIS application dedicated to locating missing individuals during the 2010 deluge when he held the rank of Major General.

Subsequently, as Director General of the Directorate of Command, Control, Communication, Computers and Intelligence (C41), his tenure saw comprehensive IT management. Following his promotion to the esteemed rank of Lieutenant General, he assumed the positions of Inspector General of Communication and IT, as well as Commander of the Pakistan Army Cyber Command.
