Government Rolls Out National Space Activities Rules 2024

The government of Pakistan has officially announced the enforcement of the ‘National Space Activities Rules 2024’.

In a significant move aimed at regulating and advancing space activities within its borders, the government of Pakistan has officially announced the enforcement of the ‘National Space Activities Rules 2024’. These rules are set to govern all space-related endeavors conducted within Pakistan’s territory and beyond, especially if carried out on vessels registered within the country.

As outlined by the National Command Authority’s notification, the rules exempt terrestrial radio communication and broadcasting services as defined by existing telecommunications and media laws.

Under these regulations, the Space Agency of Pakistan (SUPARCO) is designated as the nation’s primary space authority. SUPARCO is empowered to engage in agreements with foreign satellite operators for the acquisition, distribution, and sale of foreign satellite data within Pakistan.

A pivotal component of these rules is the establishment of the Pakistan Space Activities Regulatory Board (PSARB), with SUPARCO serving as its secretariat. PSARB will oversee the online sale of satellite imagery and data pertaining to Pakistan’s territory, ensuring compliance with regulations.

Foreign operators providing remote sensing satellite services in Pakistan must obtain authorization from PSARB, establish a presence within the country, and demonstrate equitable access for national satellites in the market.

The ambit of responsibilities entrusted to SUPARCO under these rules includes applied research and development in space science, policy formulation, satellite development, space transportation systems, and satellite launch operations, among others.

PSARB’s composition includes members nominated by the National Command Authority, representatives from relevant ministries, and co-opted members for specialized consultation.

Furthermore, the rules stipulate that no entity, whether public or private, domestic or foreign, can engage in space activities within Pakistan without authorization from PSARB. Any entity intending to initiate space activities is required to inform the regulatory board accordingly.

Notably, space activities categorized as sensitive to national security will be exclusively managed by the National Space Agency, ensuring stringent oversight and protection of vital interests.
