The establishment of a university in Kelantan was included in the Ninth Malaysia Plan as a component to support the quality of human capital development in the higher education sector. The Prime Minister announced the federal agreement in the Ninth Malaysia Plan proposal on March 31, 2006. On June 14, 2006, the Cabinet Meeting approved the establishment of the university.

The cabinet has mandated that the curriculum philosophy at UMK be based on entrepreneurship and enterprise education in all study programmes. As a result, taglines like “Entrepreneurship is Our Thrust” and “Entrepreneurial University” are widely used to promote the university’s philosophy.
